Membership in the Cooperative
FEC is a member-owned electric cooperative. To receive service from us, you must first become a Member. Simply stop by our office located at 2111 North Von Minden Road in La Grange, Texas or call us at 979-968-3181 or at 1-866-968-3181, or click on one of the Start Service links above. Applicants must pay all fees upon service application and before receiving service.

Membership Form

Applicant must pay the Cooperative any amounts owed for previous service accounts, and may not be delinquent in payment for service on an existing account.
Applicant will allow Cooperative personnel to have access to the applicant’s premises at all reasonable hours. If applicant limits access to premises with locks on the gates, the Cooperative is hereby granted authority to place a separate lock to provide access for Cooperative personnel.
Applicant will, when electricity becomes available, purchase from the Cooperative all electric energy used on the premises.
Applicant warrants that applicant’s installation, including all conductors, switches, equipment, wiring and protective devices of any kind, is constructed and will be operated and maintained in a safe manner and in accordance with any applicable laws, ordinances, the National Electrical Code and the National Electrical Safety Code.
Meter Number at Location
To help us activate the correct meter, a meter number is required. The meter number can be found on the front of the meter.

A copy of the person or person(s) applying for service is required.
Fees
The following fees must be paid upon application of service and prior to receiving service:
Payments by check or credit card can be made over the phone by contacting the Billing Department once paperwork is received.
If mailing paperwork to the office, the Consumer Services personnel will process the paperwork once received and contact the applicant concerning the fees required.

New Construction
To start new service in a location where no electric service is available, the following steps will need to be completed by the applicant or cooperative personnel:

Commitment Appointment
To obtain new service at a location that has not previously had electricity call the New Service Department at 979-968-3181 or 1-866-968-3181 and schedule an appointment for Cooperative personnel to meet the applicant or member at the location of the new service.

- What the location will be used for (Example: Residence, water well, barn, etc.)
Appointments are normally scheduled at the following times, Monday through Friday:
- Morning: 10:00 a.m. and 11:00 a.m.
- Afternoon: 1:00 p.m., 2:00 p.m. and 3:00 p.m.
Fees
After Cooperative personnel have assessed your location and determined the necessary service specifications, we will send you an invoice along with any required forms.
The applicant, at the time of application, will pay all membership fees, deposits, connection costs, line extension costs, and any other amounts which are required by rules of the Cooperative before the job will be scheduled for construction.

Residential Service
Commercial/Industrial
Ninety days after the transformer is installed, the monthly customer charge will be billed to the applicant, whether a meter is in place or not.
Once electric service is connected at the location, the Member will be billed at the Cooperative’s regular established rates for the class of service required.
Aid to Construction
The Applicant/Member applying for new service will pay an Aid To Construction payment to provide electric service at the location. This payment will consist of all costs of material, equipment, labor, easements, rights of way, and any other amounts that are required to cover the costs of constructing the line extension.
If the new residential service location is reclassified as permanent residential service, the Cooperative may refund to the Member receiving service at the time of the reclassification, the average investment per Member in effect at the time the original service was constructed.
It is the responsibility of the Member to notify the Cooperative that the location is now a permanent residential service and request an inspection for an Aid To Construction refund.
This provision only applies if the reclassification to permanent service occurs within five years of the date that the Aid To Construction was paid for the original extension of service.
A permanent residential dwelling is described as:
- Single-family dwelling
- Completely constructed
- Occupied on a full-time basis
- Permanently connected to a water and sewer system
- Receiving mail at their service location
In addition, manufactured or prefabricated structures must be:
- Constructed on or permanently affixed to a concrete slab or concrete piers (solid blocks)
- Have wheels, axles, hitches, and/or towing devices permanently removed
Travel trailers used as permanent residences do not qualify for Aid To Construction refunds.
Residential Service Deposit
The minimum deposit for permanent residential service is $300.00. The minimum deposit for permanent residential service is $300.00 OR an amount equivalent to one-sixth of the estimated annual electric bill.
A deposit will be required on entities such as partnerships or trusts unless a favorable credit reference is provided by another utility in the name of the entity.
Once paid in full, your deposit is held until:
Your account is final billed OR
We receive 12 consecutive bills without disconnecting service for nonpayment and without receiving a late payment more than twice. You must also pay the current bill on time.
Your deposit and interest will be automatically refunded as a credit to your account on the 13th month. No interest applies if we refund the deposit within 30 days.
Your deposit is not a prepayment of your bill. You must still pay each month for all energy used on the premises.
Commercial Industrial Deposit
A deposit will be required on commercial and industrial accounts unless a favorable credit reference is provided by another electric utility in the name of the commercial or industrial account.
Minimum deposit for permanent commercial service is $300.00 OR an amount equivalent to one-sixth of the estimated annual electric bill.

Easement
Applicants for new service will need to furnish to the Cooperative a Right-Of-Way Easement at no cost to the Cooperative. Any cost of obtaining the necessary easements and permits are the responsibility of the applicant.
This easement will grant the Cooperative the right to construct, operate, maintain, replace, rebuild or remove any equipment or lines which the Cooperative may be required to construct on the property of the applicant.
Property owners will need to grant similar easements if the Cooperative must construct or install equipment or lines on their property to provide service to the applicant.
Any Member/property owner who has provided an easement to the Cooperative shall allow the Cooperative to install a separate Cooperative lock on gates or gaps to ensure reasonable access for Cooperative personnel.
Right of Way Clearing
FEC builds power lines on easements granted by property owners, ensuring our crews have access to maintain the lines and keep rights-of-way clear of trees and brush.
Right-of-way clearing is a continuous, preventative maintenance program that involves trimming the trees, removing dead and dangerous trees, and removing underbrush. A properly maintained right-of-way helps to reduce or eliminate power outages by keeping limbs and trees away from power lines.
The minimum distance to cut back trees and brush is:
- Single-phase lines: 20 feet (10 feet on each side of the line)
- Three-phase lines: 30 feet (15 feet on each side of the line)
FEC contractors will attempt to remove right-of-way clearing debris by using a chipper. If FEC contractors are unable to clear the debris by use of a chipper, it is the applicant/Member's responsibility to remove the debris.

The meter shall be located on the outside of the structure, not inside of any structure.
Electric service will be connected only after the wiring of the meter loop has been inspected and approved by FEC personnel. If the wiring is not approved, the owner (or contractor) will make all necessary changes to the wiring to make it conform and agrees to notify FEC when the changes are complete.
FEC may decline service to any Member if the installation or equipment is known to be hazardous or of such condition that satisfactory service cannot be provided.
FEC accepts no responsibility and assumes no liability for the adequacy of the Member’s installation or damages and/or injury because of inadequate apparatus or equipment, incorrect wiring, faulty material or workmanship, or any other deficiencies or defects in the wiring and/or equipment on the Member’s premises.
Member agrees that Member’s installation, including all conductors, switches, equipment, wiring and protective devices of any kind, is constructed and will be operated and maintained in a safe manner and following any applicable laws, or policies of Fayette Electric Cooperative, the National Electrical Code and the National Electrical Safety Code and all applicable government requirements.

Line Locate
On any new or existing locations that require excavation (breaking ground), FEC is required by State Law to call in for line location for the locating of gas lines, telephone lines, etc. before the location will be released for construction.
Ownership
The Cooperative shall retain ownership of all materials and equipment installed by the Cooperative for the extension of service to the member and retains the right to service others from any line or any extension without refunding any part of the Aid To Construction cost or crediting any bill.

Credit Terms and Conditions
Credit checks are performed by a third-party vendor, Online Utility Exchange. A utility score, not a credit bureau score, is returned that reflects both the positive and negative aspects of your entire credit history file.
The credit check is optional; however, if not processed, a deposit will automatically be required.
Credit checks are not processed on commercial/industrial Services or entities such as partnerships and trusts. Please refer to the account type deposit listed to the right for more information on these applications.
If the credit check is returned as favorable, the deposit will be waived.
If the credit check is returned as unfavorable, a deposit will be required.
Guarantee Agreement
This agreement, similar to co-signing a loan, is signed by the applicant and a guarantor—an FEC Member with at least 12 months of service and no late payments in the past year. If the new Member fails to pay, the guarantor will be responsible for the account balance.
